The Hortatory Subjunctive is one of the independent uses of the subjunctive. In the present tense, as above, the hortatory subjunctive expresses a command and is made negative by ne. The perfect tense is used mainly for prohibitions (negative commands). The second person is used to express an indefinite subject rather than a direct order, which would instead be expressed by the imperative.
